You would buy this if you knew what its application is. As is usualwith a lot of small items from China, it cones with no instructions. In this case none are needed.Each unit has measured values for rach voltage based on an accurate voltmeter at their location. We don't know when it was calibrated, but this is not meant to be a standard.In my case it is perfect to monitor the drift of your voltmeter as this unit will have much less drift since it uses an aged AD584H voltage reference.So far it has worked well for me
